Tracy E. Martin
Principal
Utilizing 30 years of federal law enforcement and private sector experience, Tracy Martin established Southwest Consulting Group LLC, a team of first-class compliance and investigation specialists. SCG is a skilled group of subject matter experts who can assist domestic and foreign entities with U.S. export regulations, export compliance programs, audits and investigations, voluntary disclosures and corporate training seminars. Tracy began his career with the U.S. Customs Service (now Department of Homeland Security) where he investigated import and export violations. He later became the Special Agent in Charge for the Dallas office of U.S. Department of Commerce’s Bureau of Industry & Security. He participated in and supervised some of the Department’s and nation’s most high-profile international investigations, to include ZTE, Huawei, Schlumberger, Weatherford, NOV and others. In 2011 and again in 2017, he was honored by the Secretary of Commerce with receiving the Departments Gold Medal Award, the highest honor given by the Secretary. Most recently, Tracy and his team were the lead investigators for the largest ever Corporate Monitorship. This was a U.S. Department of Justice mandated monitorship of ZTE, a Chinese telecommunications company. ZTE pled guilty to violating U.S. export control laws and was sentenced to a five-year probation, which included the Corporate Monitorship. Tracy’s primary focus was to investigate potential violations of the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). He also assisted in establishing a robust, efficient and effective compliance program to help ensure total global compliance by ZTE, its employees and the numerous facilities and subsidiaries around the world. Tracy’s background and extensive knowledge of the industry and government innerworkings provides him with a unique perspective; one that allows him to employ a hands-on approach when helping clients verify that all business activities are compliant with U.S. export regulations. Tracy and his team advise clients on international regulations governing export of dual-use commodities, defense articles, software and technology, including the International Traffic in Arms Regulations (ITAR), the U.S. Export Administration Regulations (EAR), the Office of Foreign Assets Control (OFAC), the U.S. Foreign Trade Regulations (FTR), and the various U.S. international sanction programs. As a seasoned industry expert, his unique vision from both sides of the table provides clients with a strategic objective leading to speedy resolutions and avoiding potential administrative and criminal penalties.
